Deciding the Next Step

When you have defeated Alduin (for now), he will fly off. It is important to know where he has gone. It may be possible to find out from one of Alduin's minions. Talk to either Paarthurnax, Arngeir, or Esbern to get ideas. You can talk to all three but only one is needed to continue the quest.

They will all tell you that Dragonsreach was once a prison to a dragon. If you speak to Esbern, he will also tell you that he knows who the Greybeards' master is, and he wants you to kill Paarthurnax for his past crimes. This will start the optional quest Партурнакс.

Go to Whiterun and talk with the Jarl. Depending on your progress in the civil war, the next part of the mission is handled in a variety of ways:

  • If the civil conflict has been settled for either the Legion or the Stormcloaks, the Jarl will allow you permission upon speaking with him.
  • If the civil conflict hasn't been settled for either side, the Jarl will at first be hesitant and tell you he can't capture a dragon with the ongoing war threatening his hold. You have to get both sides to agree with a truce. He will suggest the Greybeards to host it.
  • Should you choose to complete Партурнакс before the Peace Negotiations, and anger or kill Arngeir, you will have no way of negotiating the truce, but instead have to end the civil war through battle.

Peace Treaty

It is possible to skip the peace treaty if you complete the Skyrim campaign for either side before speaking to the Jarl. However, please read the Bugs section if you wish to play through the peace treaty.

Travel to High Hrothgar and elicit Arngeir's help. He will be reluctant but persuade him to agree. He will tell you to go see Генерал Туллий and Ульфрик Буревестник to invite them to High Hrothgar for peace negotiations.

Go to Solitude and Windhelm and speak with the two sides. You may have to persuade them to go with the dragon threat looming. They will agree, but you may have to persuade them. Return to High Hrothgar. Talk to Arngeir briefly, and he will tell you that everything is ready, the Greybeards have done their part in preparing. Delphine and Esbern will arrive, and you will see a small scene with the Blades and the Greybeards. This conversation can be affected by your conversations with Master Arngeir and Esbern in Партурнакс. If you haven't gotten Партурнакс yet, they will skip mentioning anything about it. Master Arngeir will allow them to sit in on the negotiations, as they have knowledge about the dragon threat, and it is no time for past grievances. Go to the Council Room and take your seat.

In the meeting room, it is possible at this point to talk to everyone and get some unique dialogue from both sides. Elenwen in particular will remember you from the party and warn you that she now knows who you are.

Note: At this point, it is possible to play out many different variations of this quest, depending heavily on your progress in the Civil War and your relationships with the different factions. Some options may not be available to you as written. The full extent of the choices and options are not yet known, however this will play out in this order assuming that you have not captured any Holds.

Once you are seated, the Imperial Side will take their seats, while Ulfric will complain about Эленвен being present. He will demand that Elenwen leave. You can either kick her out or let her stay, giving you a "point" for whose side you favor. Either way, Ulfric will take his seat. The negotiations will finally commence.

  • While this is not officially part of the negotiations, it will affect how the two sides will react to your choices. For instance, if you play through the treaty twice and make the same choices, with Elenwen's presence being the only difference, it will cause one of the two sides to be disappointed in your fairness, being whoever you did not favor with Elenwen.

Provided that you have not captured Markarth.

The first thing on the agenda is Markarth. Ulfric will demand that the Empire hand over Markarth, at which Tullius will be infuriated due to the large amount of silver Markarth produces. There will be no choice in handing over Markarth, and Tullius will be unhappy and say that Ulfric can't expect to hand it over for nothing.

Provided that you have not captured the Pale or the Rift.

The next choice gives you the option of asking for Riften or Dawnstar for the Imperial side. If you ask for Riften, it will be considered a fair trade and the negotiations will wind down. If you hand over Dawnstar, Tullius will be unhappy and make another demand in exchange for Markarth.

If you have captured the Pale and the Rift.

If you have sided with the Imperials in the Civil War and have already regained the Pale and the Rift, neither Riften or Dawnstar will be available choices, and instead the only option will be Winterhold.

You may not receive Dawnstar as a possibility for trade for Markarth, you will receive only Riften or Winterhold. If you side with the Empire and allow them to acquire Riften, Ulfric will demand control of Falkreath in return, a changing of the Jarls.


The next item will be that Ulfric has to pay compensation for a "massacre" against his own people. Galmar will be infuriated and start on how the Imperials "butchered" people at a location you don't actually get to hear, for he will be interrupted. You can choose whether or not he will pay.

If you choose that he doesn't pay, General Tullius will then turn his attention to Winterhold. Tullius wants an Imperial supporter installed as Jarl. Agree to this and if you have accepted Dawnstar and compensation, the negotiation will wind down. One of the sides will complain that it favors the other too much, question your fairness, but eventually agree to the terms. (Note that even if you deny that Ulfric pay for Karthwasten and give Winterhold to Tullius, Tullius will react negatively to you. This may be a bug.)

At some point during the negotiation, Ulfric and Galmar will get upset due to the fact that they consider even being at the negotiations a "generous gesture." Tullius will yell that at least he is negotiating in good faith. Esbern will interrupt and remind them all why they are there, because the dragons are decimating both sides and to allow you a way to defeat Alduin. Ulfric will get insulted and ask Delphine if he is with her, and tells her Esbern should watch his tongue. If you kept Elenwen in the meeting, she may interject, at which point she is reminded she is only an observer. Esbern has a point, however, and Ulfric will remain to finish the negotiations.

When you have concluded a successful treaty, Arngeir will lay the terms on the table, both Tullius and Ulfric will agree, and the meeting will adjourn. The Blades will remain, however, and talk to you about which dragon you will call to Dragonsreach now that Balgruuf has gotten his truce. Esbern will tell you of Odahviing, and give you his words of power if you haven't already gotten them from Paarthurnax.

After Esbern is finished, and if you have not talked to Esbern and Delphine since defeating Alduin the first time, they will bring up the subject of Paarthurnax, giving you the quest to kill him at this point. Delphine will demand that you kill him, right away, and say that until you do, they won't help you because it would be breaking their oaths as Blades.

At this point, you can talk to Arngeir for more advice.

  • If you have Мьол Львица as a follower (may apply to other follower's too), she will continue to talk to you during the negotiations. This can make it hard to follow what is going on. So take her outside the conference chamber and ask her to wait before you take your seat.

  • There is a serious bug that can affect Season Unending's Peace Treaty option, coming from a variety of quest lines.
    • If you have joined the Stormcloaks:
      • If you started Вступление в ряды Братьев Бури, Ulfric will not speak to you except to tell you to complete your mission.
      • Зубчатая корона quest will likewise cause Ulfric to refuse to speak to you until it is completed.
      • As a result, Ulfric won't speak to you starting from the moment you request to join the Stormcloaks until the end of Jagged Crown.
      • When Season Unending and The Jagged Crown are both active, if you have not already talked to Галмар Каменный Кулак, he will refuse to talk to you. This can be prevented by finishing either quest line before starting the other.
      • If you have started A Battle for Whiterun, it may not be possible to complete the Peace Treaty option. Upon conclusion of the Civil War, the game will mark off the treaty as concluded successfully.
      • Workaround:
      • Upon completing the objective in Вступление в ряды Братьев Бури, speak to Galmar, but do not take the oath. Ulfric will now talk to you and you can proceed with the peace treaty.
      • One possible fix is to use the console and enter "setstage mq302 30" which will skip to the step after you talk to Ulfric.
      • If you are still having problems use this command in console "Resetquest MQ302" This will force the quest to start from the begin again *Note: that quest journal doesn't change* This will allow you to continue with the starting quest for the Storm cloaks such as Jagged Crown.
    • If you have joined the Imperials:
      • If you have started Вступление в Легион, Tullius will refuse to speak to you except to say that you have orders.
      • The Jagged Crown will cause Tullius to still not speak with you until the quest is complete.
      • As a result, Tullius will refuse to speak to you from the moment you request to join the Legion until the end of Jagged Crown.
      • The Imperial quests do not seem to suffer from the Stormcloaks issue of not being able to receive or complete the Jagged Crown.
      • Workaround:
      • Giving Tullius the crown will unlock the dialogue option allowing you to continue Season Unending's peace treaty option.
      • There may be a brief period where Tullius' dialogue will unlock between reporting on clearing the fort and taking the oath. You may have to exit out of forced dialogue in order to do this.
      • If you have yet to finish Joining the Legion, simply starting and completing Joining the Stormcloaks will end the former, thus making it possible to speak to Tullius. Just make sure to speak to Ulfric about the peace treaty first.
      • Alternatively, if you do not wish to complete the Jagged Crown, you can fix this on the PC by entering the following console code: setstage MQ302 20 (this will complete the mission to talk with General Tullius about the conference).
    • Not starting any of the civil war quests will allow you to complete the Peace Treaty unhindered. This means you need to refrain from talking to either party about joining their army. As soon as you do and confirm you want to join, you have started their quest line.
    • Season Unending will also interfere with Сообщение для Вайтрана, as Jarl Balgruuf will not have the dialogue option to receive the message until after you have completed Падший. This seems to be an extension of the bug. Note: this appears to have been fixed as of 1.2
  • It is possible that during the course of the negotiations and it is Esbern's time to talk, he may not do so. Much like the glitch in Крыса, загнанная в угол. Since it is not possible to stand up during the course of the negotiations, moving the quest stage forward to 300 appears to be the only viable solution. This bug should not occur if you have unpacked his voice files in the way outlined на странице Эсберна.
  • Sometimes the meeting will never start, even when the player is seated. Speaking to the participants in the War Council, 'moving' them into the Council room, or waiting for 24 hours may fix this. If not just reload a previous save.
  • One possible bug you may encounter sometimes as a result of your choices during the negotiation: If you give Riften to Tullius, he will send you to Winterhold instead of Riften during Объединение Скайрима. However, this may cause Legate Rikke to not have the dialogue option "reporting for duty", and you will be unable to progress further.
  • If you speak to Arngeir before Delphine and Esbern do your character will freeze in place and be unable to take their seat. (PS3 Confirmed)
